General Questions

Is Foresters Environmental Consultants Ltd NEMA certified?

Yes. Foresters Environmental Consultants Ltd is fully certified by Uganda's National Environmental Management Authority (NEMA) with Registration No. CC/EIA/168/20 for Environmental Impact Assessments and CC/EA/168/20 as a registered Environmental Auditor. Our lead consultant, Mr. Happy Peter Murwanyi, is also a member of the Uganda Association of Impact Assessors (UAIA, Reg. No. 2013/199) and a Founding Member of the International Environmental Peacebuilding Association.

Where does Foresters operate?

Our primary operations are in Uganda with offices in Kampala. We also extend services to Kenya, Rwanda, Tanzania and other East African countries on project-specific basis. ESIA Questions

What is an ESIA and when is it required in Uganda?

An Environmental and Social Impact Assessment (ESIA) is a mandatory regulatory process required by NEMA Uganda before any significant development project can be approved. Under the National Environment Act 2019 and the EIA Regulations, any project listed in the Second Schedule requires an ESIA — including roads, power lines, telecom towers, real estate developments, industrial facilities, mining operations, and water infrastructure.

How long does an ESIA take in Uganda?

A standard ESIA typically takes 2–6 months depending on project size, complexity and site conditions. This includes scoping (2–4 weeks), baseline data collection (4–8 weeks), stakeholder consultation, report writing (3–4 weeks) and NEMA review (6–12 weeks). Foresters ensures proactive engagement with NEMA to keep the process as efficient as possible.

What is the difference between an ESIA and a Project Brief?

A Project Brief is a shorter, simplified environmental assessment for smaller-scale projects that are not listed as requiring a full ESIA. NEMA reviews the Project Brief and either issues a Certificate of Approval or directs the proponent to undertake a full ESIA. Foresters can advise which level of assessment your project requires.

How much does an ESIA cost in Uganda?

EHS & Safety Questions

Can Foresters provide on-site EHS managers and safety officers?

Yes. We deploy qualified EHS Managers and Safety Officers to construction and operational project sites across Uganda. Our personnel manage day-to-day safety compliance, conduct toolbox talks, monitor contractor behaviour, document incidents, prepare daily/weekly/monthly compliance reports and liaise with project supervisors. We have deployed EHS staff on World Bank-funded REA electrification and KCCA road projects.

What is an Environmental and Social Management Plan (ESMP)?

An ESMP is a practical management tool that outlines how a project will implement and monitor all environmental and social mitigation measures identified during the ESIA. It specifies who is responsible, timelines, monitoring protocols and budgets. NEMA and project financiers typically require an approved ESMP before construction can commence.

Do you provide OHS training for our staff?

Yes. Foresters offers a full range of OHS training including general safety awareness, fire safety and first aid, PPE use and maintenance, site induction training, environmental compliance training and custom packages tailored to specific project hazards and regulatory requirements.

World Bank & International Projects

Do you work on World Bank funded projects?

Yes. Our director and lead consultant has extensive hands-on experience on 5+ World Bank funded projects across Uganda, including rural electrification under REA (ERTIII), road infrastructure, hydropower (Isimba) and water and sanitation. We are fully conversant with World Bank Environmental and Social Framework (ESF), IFC Performance Standards and World Bank Operational Policies.

What is a Resettlement Action Plan (RAP)?

A RAP is required when a project involves physical or economic displacement of people. It documents baseline census, socioeconomic survey, asset valuation, entitlement framework, livelihood restoration measures, stakeholder consultation and a Grievance Redress Mechanism. Foresters prepares RAPs aligned with World Bank OP 4.12, IFC PS5 and Uganda's Land Acquisition Act.
